The Port Chester Board of Trustees will be voting on Tuesday evening, September 6, 2016 to schedule a Public Hearing for a new local law banning the sale of Puppy/Cat Mill animals in Pet Stores!!! Please come show your support for this important legislation.

Rye Brook, NY is the Latest to Pass a Law Banning the Sale of Commercially Bred Dogs and Cats

At the August 23, 2016 Public Hearing, the Village of Rye Brook unanimously passed a law banning the sale of commercially bred dogs and cats.
Rye Brook became the 5th municipality in New York State to pass this ground-breaking law initiated first by Mamaroneck, NY.  Similar to Mamaroneck, Mt. Pleasant, and Harrison, the Rye Brook law allows for Pet Stores to sell dogs or cats that were obtained only from “…an animal shelter or a humane society located in the County of Westchester, or a nonprofit rescue and humane organization registered with the New York State Department of Agriculture.”

Yorktown, NY becomes 4th Westchester Municipality to Pass Puppy Mill Ban Law

At the August 2, 2016 Public Hearing, the Town of Yorktown became the fourth municipality in New York State to ban the sale of commercially bred dogs and cats.
The law that the board unanimously passed allows for the sale of dogs and cats that were “… obtained from a natural person who possesses litters of no more than 10 dogs or 10 cats in a calendar year from a dog or cat which is either licensed to or resides with such natural person; an animal shelter or a humane society located in New York State, or a nonprofit rescue and humane organization registered with the new York State Department of Agriculture.”
The Yorktown law differs from that of Mamaroneck, Mt. Pleasant, and Harrison as it adds the language allowing for dogs and cats to be obtained from small home breeders. Supporters of the law stated their concern about this language being a loop-hole and recommended it be omitted.  The board decided to see how the law does and leave it as is for now.

And then came Harrison, NY…

At the July 21, 2016 Public Hearing, the Town of Harrison unanimously passed a law banning the sale of commercially bred dogs and cats.
Harrison became the 3rd municipality in New York State to pass this ground-breaking law initiated first by Mamaroneck, NY.  Similar to Mamaroneck and Mt. Pleasant, Harrison’s law allows for Pet Stores to sell dogs or cats that were obtained only from “…an animal shelter or a humane society located in the County of Westchester, or a nonprofit rescue and humane organization registered with the New York State Department of Agriculture.”

Mt. Pleasant, NY also passes puppy mill ban law!

On March 22, 2016, Mount Pleasant became the 2nd municipality in New York State to ban the sale of commercially bred dogs and cats.  Following Mamaroneck’s ground-breaking law, Mount Pleasant used the same language in their law allowing for Pet Stores to sell dogs or cats that were obtained only from “…an animal shelter or a humane society located in the County of Westchester, or a nonprofit rescue and humane organization registered with the New York State Department of Agriculture.”

Mamaroneck, NY passes first puppy mill ban law in Westchester County

On February 22, 2016, Mamaroneck became the first municipality in New York State to pass legislation banning the sale of commercially bred dogs and cats. Mayor Norman Rosenblum and Attorney, Susan Lask, along with many residents and supporters, voiced the importance of legislation to help protect animals from deplorable breeding practices in commercial breeding facilities (otherwise known as Puppy or Cat Mills). Supporters of this law made the case that it not only protects the animals, but also protects consumers as Puppy/Cat Mill animals often have physical and/or emotional issues that might be unknown to the purchaser.

Four out of five of the Mamaroneck Trustees voted in favor of the law. Trustee Leon Potok abstained.

The law allows for the sale of dog and cats that were obtained only from “…an animal shelter or a humane society located in the County of Westchester, or a nonprofit rescue and humane organization registered with the New York State Department of Agriculture.”

Rye Brook, NY May Pass Puppy Mill Ban

We are working to pass laws in Westchester County, NY that will ban pet stores who do business with puppy and kitten mills. Four municipalities in Westchester have already passed laws that ban puppy mill pet stores. Tomorrow there is a public hearing in Rye Brook. Please come to the town board meeting to show your support for this important law.
